As a Forensic Investigator with the SAPS since 1983, Welmar left the Police Services during 1997 and started Quaestio Forensic Assessors.
As an official crime scene photographer, fingerprint expert and forensic investigator he continued his experience in the private sector and registered Quaestio Forensic Assessors during 2002. Ever since the company has grown and a few offices was opened and established country wide.

I have a passion for people and to be able to help somebody in need brings me a lot of joy. I have 22 years of experience in the SA Police Service and ended my career in SAPS as a Branch Commander of the Detective Services.
5 Years ago I grabbed the opportunity to get more focused with Accident Reconstructions and Civil Litigation investigations. I left the Police Services to broaden my knowledge and ability to be of service to people affected by the wrong doings of a third party.
I work closely with Welmar O’Reilly, the Director of Quaestio Forensic Investigators, who has ample experience in this field.
As a Forensic Investigator, I have been working for Quaestio Forensic Investigators for about 5 years. I was a detective with the South African Police for 16 years holding the rank of Captain.
My responsibility at the detective branch was doing the high profile cases including culpable homicide investigations.

I come from a family of police officers. Both my father and late brother was Police Officers. Attention to detail will ensure you get the best possible service – being thorough and treating everyone with respect.
As Forensic Investigator, I have been working for Quaestio Forensic Investigators for the past 2 years. I have a passion for what I do and will always treat my clients with respect and dignity. I am diligent in what I do and will walk the extra mile for my clients.
My detail to perfection and quality of work will ensure all claimants the best merit investigations in the field of RAF claims.
Frans joined the South African Police in January 1983. He completed his National Diploma in Police Administration in 1989. At the end of 1989 he left the SAP as Section Commander at the Commercial Fraud Branch in Pretoria and joined Executive Investigators as a Director where he oversaw the department that handled all the insurance claims investigations.
In 1995 he was head hunted by the then Fidelity Cash Management Services and joined them as their Regional Manager for the Free State, North West, Northern Cape and Lesotho, stationed in Bloemfontein.
In 2004 he left Fidelity to start his own Security and Investigation Company, National Intelligence Data. In 2012 he incorporated National Intelligence Data with a national corporate company, Imvula Security Services and after the transitional period joined Quaestio Forensic Assessors and Investigations in June 2013.
Frans is currently handling the Central Region operations and investigations for Quaestio Forensic Assessors, which include the Free State, North West, Northern Cape, Lesotho and parts of Gauteng.
After I finished my studies in BA Psychology at UFS, I taught for about two years, whilst doing my HED through UNISA. I joined Sanlam as an insurance representative in 1993, where for the next 12 years I gained valuable experience in the life insurance industry. I later became an independent life insurance broker.
I recently joined Frans Burger in Bloemfontein to assist him with the EY contract. Even though I am relatively new in this field of business, it is invaluable to me to work closely with somebody of Frans’s calibre, who has such vast experience in this field.
I am a people-orientated person with a strong sense of fairness and justice. In the past I have had personal experience of the trauma and life-changing impact that an accident can have on people, therefore it gives me great job satisfaction to assist people in need and to achieve a successful result on their behalf.
